Can I do identical placements of component groups?

I'm laying out a 7-segment LED display board using 7 identical physical groupings of LEDs. I'd like to do a manual component placement for the first group and then apply it to the remaining 6 groupings of LEDs. All the LEDs have consecutive identifiers within each grouping i.e. D1-D28 for first group, D29-D56 for the second, etc.

What is the easiest way to accomplish this?

Yes, you can do, use hierarchy. In Schematic, create hierarchical sheet with one group, place 7 hierarchical blocks on main sheet. When you convert schematic to PCB, place and route components of one group, then use "Route -> Hierarchy" to copy placement and routing to other groups.
