non-through pads

I have some components (relays) that obscure the pads on the top. How can I specify a non-through pad?

I tried editing a copy of the pattern, changing the pad type to Surface, and pushing it to the bottom layer. But then it doesn't have the drill hole, even though the properties say that it does.

If I CNC the board myself, I don't have a way to make vias under the relays, so I want to avoid having to solder under the relays on the top side. Bottom side is good, because it's exposed.
