Placement of mounting holes with PCB Layout

I want to use PCB Layout to place a set of mounting holes on a PCB. The four mounting holes are in a 90mm X 60mm rectangular pattern. The PCB is rectangular 120mm X 80mm. Two questions with which I'd appreciate advice.

1. Is there a tool in PCB Layout to place the mounting holes in a 90mm X 60mm rectangular pattern? Or is that something I must do by hand?

2. After I get the mounting holes in the desired rectangular pattern, is there a tool in PCB Layout which will center the mounting holes on the PCB? Or is that also something I must do by hand?

Set grid at 1mm, start at 0,0 and in the Objects menu select Board points, in the points add:
1st XY pair X=0 Y=0
2nd XY pair X=0 Y=80
3rd XY pair X=120 Y=80
4th XY pair X=120 Y=0
Place the first mounting hole at 15,20 (you can place it anywhere then select it and change where it is) then 105,20 then 15,60 then 105,60
Save your board.
