I don't seem to have "Convert To Pad" in my right-click context menu.
From the toolbar which makes shapes, I selected "Signal" from the drop-box, then selected the "elipse" tool, draw the shape, then when I right-click the new shape, the only things I have on my context menu are:
Lock Selected
Rotate
Cut
Copy
Delete
Propertys
Note that you can only make a "convert to pad" to a
polygon shape in Pattern Editor! Right click on the border of the shape and you will see. For elipse pads click on place pad and change it overwriting the patterns pad properties dialog.

Alternatively, is there a way to place a normal "pad" and then delete the hole and top layer?
Why don't you simply use "Surface" instead of "Through-Hole" pads? There aren't any hole in a surface (= SMD) pad.
