Is there a way to import a library from other programs (Eagle, Altium) and/or use a library designed for other programs?

How do I proceed to do that?

I will be looking for both schematic and pcb libraries on several parts manufacturers, and they may not have a DipTrace library option available.

Altium has become very popular, because it's becoming the industrial standard. So it would be nice to be able to import from them or use libraries designed for them.

Have you seen "Library->Import" in DipTrace Component and Pattern editors? You can find supported formats there. Eagle libraries can be imported using Eagle script, Altium libraries using PCAD ASCII.

Schlib is Altium library. You need Altium Designer to convert the library to PCAD ASCII format.
