current signal / plan layer

If you are placing components on the topside and you want to place a pad without a hole in it on the bottom side you need to change the component side to bottom. It sounds logical but when your are after speed and fewer mouse clicks It would make more sense to have a pad icon button follow the current signal / plan layer. A pad without a hole in it is not a component and its not like a pad with a hole that can have a track place on it from both sides.
