I tried searching and couldn't find anything, but all I'm trying to do is increase various pad sizes. I'm using a MAC and I can do everything but open up the pad properties (I've tried Control Click, Apple Click, Everything-click). Anyone have any experience?

You can right click on a pad to open pad submenu and then choose pad properties from there.

For Mac my usual right click is just Apple Click but it doesn't pull up a submenu. Is there not a way through the toolbar?

You should right click on the pad, it is highlighted in red color in that moment. If you make right click when mouse pointer is anywhere but pad it won't open pad submenu.
There is no way to open pad properties from the toolbar.

Follow the below steps. It may help you.

Open System Preferences, Choose View > Trackpad, or click the Trackpad icon, To change your tracking speed and click settings, click the Point & Click tab. Then, move the Tracking slider to adjust how fast the arrow moves across your screen.
