Most of the boards that I draw are single sided and do not require plated through holes.
Is there any way that I can assign a hole to be not plated through, and with no pads on the top copper.

Any help really appriciated.

All pads are plated in DipTrace. Non-plated are mounting holes only.
If you design single-sided board, just say to PCB fab that all holes should be non-plated.
